I traveled to Dubai in 2005 and did not need a visa to enter the country because I was an American. I sugguest you get in contact with the UAE embassy; they are the best at answering this question

You can buy Dubai property while on visit visa. IF you hve to apply for a visa or IF you are entitiled to receive a visa-on-arival depends on your nationalty. Check this out here:

Under the sponsership of the primary property developer Dubai Govt. issues a 3 year renewable residency visa to a Freehold property buyer. The buyer is able to sponsor his/her family. Sponsorship charges of approximately Dhs 5.000 for the owner. Immigration charges around Dhs 1.000 per person for the immediate family.

There are certain countries that don’t need a visa to visit UAE because they will get a visa upon arrival. You can buy property here in Dubai with any visa you have may it be a visitors or a residence. How ever the government gives you the opportunity of having a 3 year renewable visa once you invest in a property here with Emaar or other investments. Good luck in your investment.
